This article aims to look at the government guidance standards and their implementation in Saudi Arabia. The research of the study was conducted using qualitative methods through direct observation in flight group number 38, interview, and literature study. This research shows that there are differences in guidance standards by governments and their implementation by various counseling groups. These differences can lead to internal conflict between the pilgrims, inter-group guidance, and complaints against government services. The implication of this study requires the improvement of services through strategic efforts and control over the implementation of the standard of the hajj ritual (manasik), the quality of service, as well as the increase of harmonization between guidance groups with pilgrims and guidance groups with the government.
