EMPOWERMENT OF MUSTAHIK BY THE CILEGON CITY NATIONAL BOARD OF ZAKAT

Abstrak

This paper presents the results of research findings on the zakat manajement of The National Board of Zakat (Badan Amil Zakat Nasional/BAZNAS) of Cilegon City, Banten Province. In particular, this study focused on assessing empowerment programs of mustahik (rightful recipients of zakat) by BAZNAS as well as understanding the supporting and the inhibiting factors of the program.  This research conducted using qualitative approach. Data were collected through interview techniques, observations, and document analysis during February 2016. The results of this study illustrate that the management of zakat, infak, and shadaqah (ZIS) by BAZNAS of Cilegon City appears to be in accordance with the principles of transparency and accountability. This is indicated by the availability of reports of activities and financial reports on a regular basis through the mass media. However, lack of socialization has resulted in the number of muzakki (charity distributors) in BAZNAS of Cilegon city is still dominated by the government employees. It does not reach much the general public. The distribution of ZIS funds is also still dominated by consumptive rather than productive way. The effort of empowering mustahik to become muzakki which was initiated by BAZNAS Cilegon City also seen not yet run well. This research suggests that the main factor is lack of mentoring activities to ensure that the empowerment program runs effectively.
